The authors of the proposal appear to have been the first to desiderate its rejection. They have appended nearly to it a proviso which, in my opinion, is unnecessary and likely to lead to hasty or untimely legislation.
It is not to be presumed in this Colony that such a case is likely ever to occur. They will present the practical effects which must otherwise result from the adoption of such a standing Order. They say it is only to operate "in case of emergency" that the Council ought to be asked to legislate at all. I would here ask those gentlemen whether those measures have best succeeded which have been the longest
